Okay, here is the difference between should and have to:
"Have to" implies it is imperative that they bring the papers. It is a rule that they can not get around. There is no alternative--they must bring their own print materials; "Have to do something -> It's absolutely necessary for someone to do something and someone else requires it."
"Should" is somewhat weaker. It is a requirement but some how softer than "have to".
"Should do something -> It's a good idea for someone to do something."

I don't think using should instead of have to will kill you on the toefl, however, every little point counts when you are trying to bump up your score that one point.
