These are not passive voice. The modal verb phrase (supposed to) is used to show that she needed to do something, but she didn't. It's not passive just because it uses "to".

Also, your sentences are nice and constructed pretty well, but you did not use a modal verb. Your first sentence just used a prepositional phrase "To test the mechanism of love,.."
An example of a modal verb or phrase in your sentence:
We should test the mechanism of love, so neuroscientists must make a new tool. (should and must)
OR
They are supposed to test the mechanism of love, so neuroscientis must make a new tool. (supposed to and must)

-We use supposed (not because it's past tense, but because it's an idiom)

1. I couldn't agree with my colleague requested me to have a beer because I had have to go home to see Steph.
2. I was not able to finish the lecture which should have completed within today due to many questions from participants.

Wow, I did not know the definition of the word, phrasal modal.
I wonder that in number 2, 3, and 4 sentences, why they have the passive voice, not active voice such as " She supposed to graduate ~~.
My examples are that "To test the mechanism of the love, neuroscientists must make a new tool." and, "This research is to investigate the Steph's symptom."
