First, you are correct. You CAN use "the war." But, my original sentence does not tell us that a war is specific. A few decades ago might be 30 years ago or 40 years ago OR it might be in another country. So, it's not exactly specific.
If you want to use "the war," I would say...
The war was a few decades ago.
Second, you are right again about "the house." But both sentences are correct. I can explain in class.
