The Rescue Rangers go to a diner so Monterey Jack can make his famous cheese soup.  Two bad guys show up to the diner and say they are going to make donuts. 

The bad guys are using the diner to dig a tunnel into the bank next door. 

The Rescue Rangers make soup because the police officers really like it. If they keep making the soup, the police officers will keep coming to the diner and the bad guys won’t be able to dig their tunnel.
